Context and problems

Launched under Forward SG by the Ministry of Culture, Community and Youth (MCCY) and the National Youth Council (NYC) in 2023, the Youth Panels initiative, titled Speak Up and Co-create Policies, involves youths directly in policymaking and nation-building. The inaugural cycle engaged 120 youth panelists who developed policy recommendations across financial resilience, careers, digital well-being, and recycling, consulting over 5,000 peers and stakeholders across more than 20 organisations. While NYC’s next run in late 2026 centers broadly on building a youth-friendly city where every youth feels proud to belong, none of the current NYC Youth Panels focus directly on Singapore's trajectory as a Creative City. The distinct challenge is bridging this gap by actively mobilizing creative youths to conceptualise the city's future through the lens of advancing creative vision for the city.

To address this absence, the Culture Futures Lab at LASALLE College of the Arts is stepping in. Working in close collaboration with strategic foresight practitioner Jevon Chandra (Centre for Strategic Futures), the project links creative arts practices with strategic foresight methodologies. Students will lead the co-design, operational delivery, stakeholder engagement, and promotion of the Youth Creative City Panel at LASALLE, scheduled as a one-day summit on Friday, 12 March 2027. Students will facilitate dialogue between creative youth and key institutional stakeholders like the National Arts Council (NAC) by curating six future-making tracks, covering creative ecologies, performative spaces, creative placemaking, the design city, international arts hub, and the algorithmic city, ensuring that the creative economy and youth perspectives are brought directly into the national policy agenda.

Project Deliverables and Outputs

The final output is a comprehensive, student-led Event Management, Foresight Curation, and Youth Policy Synthesis Package consisting of four key components:

  1. Session Curation & Foresight Toolkits: Co-designed discussion guides, foresight prompts, and interactive exercise templates tailored for the six designated thematic tracks.
  2. Operations & Event Logistics Blueprint: An end-to-end execution manual covering venue management, scheduling, run-of-show protocols, equipment logistics, and risk assessment for the one-day summit on 12 March 2027.
  3. Integrated Marketing & Youth Outreach Campaign: A multi-channel promotional rollout across UAS networks, student touchpoints, and creative sector platforms to recruit participants and drive youth visibility for NYC and NAC initiatives.
  4. Youth Creative City Policy Synthesis Report: An actionable post-event document synthesizing key youth insights, speculative scenarios, and policy recommendations generated across the sessions, prepared for presentation to NYC, NAC, and institutional leadership.
